Wireless zero configuration utility services not listed in services.msc

I recently had to fix a Toshiba Equim which had problems using it's inbuilt WiFi. The symbol for wireless networks was present in the system tray, but when viewing the list of network the standard error message appears:

Windows cannot configure this wireless connection.

If you have enabled another program to manage this wireless connection, use that software.

If you want Windows to configure this wireless connection, start the Wireless Zero Configuration (WZC) service. For more information about starting the WZC service, see article 871122 in the Microsoft Knowledge Base on the microsoft.com Web site.

To manually start the service, click Start -> Run. Enter 'services.msc' and click OK. Scroll through the list to find the "Wireless Zero Configuration service", right click it and select "Start".

If the WZC service isn't listed, click Start -> Run, enter "regedit" and clik OK. Expand the various folders on the left to reach HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WZCSVC. In the right-pane find the DWORD entry named "Start" and set the value to "2". If it doesn't exist, create it.
